A service map

Who handles what?

Finnish services are spread across different authorities and local providers. This map helps you find a sensible starting door; it does not determine which service or entitlement applies to you.

Keep the decision with the responsible service.

This page is general information. A personal identity code does not itself prove a right to stay, a municipality of residence, a Kela benefit or access to every service. Ask the named authority about your situation.

Migri — immigration matters

The Finnish Immigration Service handles residence permits and many related immigration matters. The right process depends on citizenship, reason for moving and personal facts. Use Migri’s application guidance directly.

Vero — taxation

The Finnish Tax Administration handles tax cards, tax returns and other tax matters. Tax treatment can depend on residence, income type, dates and tax treaties. A general guide cannot calculate or decide your personal tax position.

Kela — social security and benefits

Kela assesses access to Finnish social security and benefits under the applicable rules. Moving to Finland does not automatically mean every person qualifies; tell Kela about relevant changes and request a personal assessment.

Suomi.fi — guides and secure public services

Suomi.fi brings together public-service information and links. It can help you find a route, but the authority responsible for the actual matter makes the decision.

A quick way to prepare for an official contact
  • Write one sentence describing the practical question.
  • Ask which process applies to your own facts and which documents are required.
  • Ask how to submit documents safely and how to track the matter.
  • Record a deadline or reference number, if one is given.
  • Use the service’s own contact channel for personal information.
Does getting a personal identity code mean I am registered for everything?

No. The code is an identifier. Registration, a municipality of residence, a residence permit/right of residence, tax status and Kela eligibility are different matters. Ask the relevant authority what each step means for you.

Can this site tell me whether I qualify?

No. It can explain where to ask and help prepare questions, but it cannot assess evidence, represent you, make an application, or predict an authority’s decision.
