Confirm your permission or registration path
Requirements differ for Nordic, EU/EEA/Swiss and other citizens, and can depend on why and how long you will stay. Use the Finnish Immigration Service or official EU/national guidance to identify the correct route.

Arrange a safe place to stay and a way to be reached
Keep your rental agreement, landlord contact and move-in details. Check whether your address needs to be reported and how mail will reach you. Use the official DVV/Posti move notification instructions.

Ask DVV what registration applies to you
A Finnish personal identity code, a registered address and a municipality of residence are different concepts. Ask which of these you need and what evidence is required; do not assume one automatically grants another.

Set up the essentials for where you live
Ask the landlord what is included, how heating and water are billed, how to use building entry and shared rooms, and whether home insurance is required by your lease. Find your local transport and health-service instructions.

If you will work, check work rights and payroll setup
Before starting, confirm your right to work in the particular role, get the written terms, ask the employer what they need, and check with Vero about the appropriate tax card or tax handling for you.

Ask Kela and your municipality about support and services
Do not assume that living in Finland automatically means you qualify for a particular benefit or service. Kela assesses social-security matters; municipalities and wellbeing services counties provide different local services.

Keep a small “next action” record
For each authority or provider, note the date you contacted them, the reference number, documents requested, deadline if any, and how to follow up. Keep sensitive documents in your own secure storage.
